gov Recruitment Type: General Public - G Job Duties The Virginia State Police is seeking to hire a Virginia Information Technologies Agency (VITA) Coordinator and Billing Analyst at State Police Headquarters in North Chesterfield, Virginia.
This position is responsible for ensuring the accuracy of the Departments VITA expenditures.
As the billing analyst, you will help develop the budget for major IT projects and help track expenditures against that budget.
The billing analyst works in close collaboration with IT leadership.
The position shall have the detailed knowledge and expertise required to forecast the costs of the Departments ongoing transformation to a cloud environment, as well as the costs of ongoing operations.

•Resolves billing disputes.
•Tracks Department costs for VITA services.
•Manages budget related to VITA services.
•Works with various divisions VITA services and cost.
•Generates budget impact statements.
•Generates budget forecast reports.
•Works with VITA and VSP to create budget forecasts.
•Works with the Information and Technology (IT) and Property and Finance (P&F) Divisions to provide data to Department of Planning and Budget (DPB) as needed.
•Works with VSP business and the IT Division to gather project information.
•Creates and maintains monthly dashboard for the Bureau of Administrative and Support Services (BASS).
•Creates and maintains, with input from application services, monthly software development costs for P&F.
•Ensures consistency between internal VSP reporting and external VITA reporting (Planview).
•Brings Archer databases for server and datasets up to date.
•Assists with any other VITA required information as it is identified.
•Keeps well informed of the pertinent latest technology trends.
•Reviews the VITA standards and guidelines at least quarterly.
Minimum Qualifications •Working knowledge and understanding of IT infrastructure; and of networking, security, servers, storage, circuits, and personal computers.
•Skill in operating computers and using Microsoft Office software to include Word and Excel.
•Demonstrated ability to manage vendor relationships; to manage and coordinate multiple priorities, resources and meet established deadlines; to implement IT security policies in a distributed environment; to work with vendors to enforce service level agreements and resolve billing disputes; to manage budgets and track costs across multiple budgets; to communicate verbally and in writing in English; and to collaborate with various levels of stakeholders.
•Graduation from high school or equivalent.
•Experience in managing vendor relationships in an IT environment and in analyzing information technology billing statements and reconciling bills.
•Experience working in an environment with multiple service providers.
•Experience in software project management, billing accounting, and managing service providers.
•Combination of experience, training and demonstrating the required knowledge, skills, and abilities.
Additional Considerations •Project Management Professional (PMP) certification is highly desirable.
